Treason
"In law, treason is the crime of disloyalty to one's nation. A person who betrays the nation of their citizenship and/or reneges on an oath of loyalty and in some way willfully cooperates with an enemy, is considered to be a traitor."
Article Three [US Constitution] defines treason as only levying war against the United States or "in adhering to their Enemies, giving them Aid and Comfort," and requires the testimony of two witnesses to the same overt act or a confession in open court for conviction."
Well, waddya think? Did Carl outing a CIA undercover give Aid and comfort to our enemies. Reasonable people could make a reasonable argument. But wait, there's more! How about...
Misprision of Treason
Missprision of treason is an offence found in many common law jurisdictions, committed by someone who knows a treason is being or is about to be committed but does not report it to a proper authority. It is therefore unusual in that it is a criminal offence which may be committed through inaction.
"In the United States, misprision of treason is a federal offence, committed where someone who has knowledge of the commission of any treason against the United States, does not inform the President, a federal judge or state governor or judge (18 U.S.C. § 2382). It is punishable by a fine of up to 7 years in prison."
Well, at the very least Carl's guilty of Misprision of Treason for not telling the President. Bad Dog, Carl! Unless...he TOLD the President and the President didn't tell the President. Bad Dog, dubya!
